Clarity of Scripture Bible Background

It seems increasingly the case that the context of Bible background is being used as a means to deny or redefine applications, particularly those previously seen as transcultural (women ordination, sexual ethics, etc.). My question is how does this impact the clarity of Scripture? What are guidelines for things that are transcultural or cultural since we all have our lenses and presuppositions? I fear its understanding is being outsourced to a 'priesthood of scholars.'

The basic question would then be who would be the ones able to discern and know which was applicable to just those times, or all times?
Would say that for both issues of women being ordained/pastoral leaders, and alternative lifestyles, that the scriptures always have them shown to be in the negative, as there are no example affirm either to have been done/allowed by God as an acceptable thing.
