Can you help me explain to a friend simply what these two verses are teaching?

2 Chronicles 20:27

27 Then they returned, every man of Judah and Jerusalem, and Jehoshaphat in the forefront of them, to go again to Jerusalem with joy; for the Lord had made them to rejoice over their enemies.

and

Proverbs 24:17

17 Rejoice not when thine enemy falleth, and let not thine heart be glad when he stumbleth:

I think the first is a rejoicing over a victory in battle against an enemy granted by the Lord, whereas the second is counseling against rejoicing over the hard providences an enemy experiences that have nothing to do with direct conflict, or as some call it, the misfortunes of others.

I agree. The context is key to the difference, as is usually the case when Scripture seems contradictory.
