Can you preach faithfully from this text without noting the context? What prompts Paul to discuss God's promises is his own broken promise to visit. It is against this background that Paul does not want any believer to compare (conflate) his broken promises (I think it was only a hope really) to visit when passing through and again when returning with God's promises.

This precedes verse 20 and Paul returns to it again after verse 20 to explain why he changed his mind - basically if he visited it would be as a disciplinarian, by giving them space he was allowing them time to clean up their act BEFORE he visited. I also think that Paul was teaching them to exercise church discipline for themselves - a lesson in itself!

I think the theme of this passage is don't confuse the fickleness of man with God - AND don't assume you understand a man's motives. Paul explains why he changed his mind and you have to acknowledge his reasoning is sound.
