It always puzzled me whya a shipowner would risk his vessel. FF Bruce made mention to the ship being on an imperial contract to transport grain. This made the centurion in charge and somehow the state owned the ship?

What would the contract have been and in what sense was it 'owned' by rome?

Bruce also makes the point that it was a 4hr run to the better winter port. Which makes the decision to sail a calculated risk rather than sheer stupidity. (it turned into a 14 day nightmare)
