Can you elaborate on this? In what specific regard are the Three Forms deficient?
I mean that the 3FU was written "early" in the post-Reformation period, while the Westminster Standards had the benefit of being written after many years/of battles/refinements and the development of Covenantal Theology. There are "gaps" in the 3FU that are closed off in the Westminster Standards. This is why some Presbyterians prefer the "Reformed tradition"; they can find a teacher in another Confessional branch that is "Refromed" in some sense, and this gives them top cover for views that prove problematic and were dealt with in the Westminster Standards. While reading the book, I was repeatedly struck with how the mature fruits of the Westminster Standards would have helped some of the controversies in the Dutch Reformed Church.
 
What do you make of the URCNA's study report from the TFU on the FV? Just asking your opinion.
It's been so many years since I read it. I think it was good (in retrospect), but again, the Dutch Reformed have been arguing about aspects of the FV for a really long time. Early in the Secessionist tradition, the Kuyperian view was allowed, but it became so popular that it became the imposed view. The book is really good.

I should note that Bavinck didn't hold to Kuyper's aberrant views on Covenant and Presumptive Regeneration.

I'll have to check it out, thanks for sharing. I believe Van Til in reference to Shepherd says that he was conversant with these debates that Americans are unaware of.
