I remember reading somewhere that Bishop Ussher was an expert in the church fathers. Are there any works that he devoted to the topic. More specifically, if such a work exists, are there any works in which he explicates his view of the Fathers as a Reformed Christian (i.e., their function, authority, etc.)?

I was incidentally just looking into this matter myself (Buchanan mentions Ussher's catalogue of the fathers attesting to Justification in passing).
This seems to fit the bill:

"An answer to a challenge made by a Jesuit in Ireland. Wherein the judgment of antiquity in the points questioned, is truly delivered and the novelty of the now Romish doctrine plainly discovered."
(The introduction seems to hit the spot)

There is also his Britannicarum Ecclesiarum Antiquitates - though I have yet to hunt down an English translation to investigate it.
