Does God ordain sin to occur? Or does He only "allow" sin to occur?

I am not denying these truths, but I simply wish to understand better...how is this not fatalism?

Fatalism is an impersonal force, while God is a personal spirit, infinite, eternal and unchangable in his being, wisdom, power, holiness, justice, goodness, and truth.

I understand. Thank you. This whole subject really puts me in awe of God.
 
If God told David to number them, why is he punished for it? Wasn't he just obeying God? I hope you are not annoyed by all my questions...I am trying to understand.

and In 1 kings

[23] Now therefore behold, the LORD has put a lying spirit in the mouth of all these your prophets; the LORD has spoken evil concerning you.

Isn't he making them sin?

seriously, the fact that God employed a lying spirit for His purposes no more made anyone sin, any more than the fact that God employed Herod and Pilate and unbelieving Jews to murder Christ makes him a murderer.
