Epheisans 3:5 OT or NT Prophets?

My question has to do with who is referred to by the word "prophets" in this verse.

Some have argued that the "prophets" refer to those who exercised the gift of Prophecy in the NT. Others have argued that it refers to the OT Prophets.
Just looking to get some insight from you all.

I think Paul is referring to the full witness, NT and OT. Fulfillment (NT apostles) and Promise (OT prophets). Now is the time of clarity and fulness, however what has been revealed to the apostles for the present hour was anticipated already by the prophets, just not adequately; and not proclaimed in those days among the "sons of men," as the present time see is being done.
 
I believe until all the scriptures were penned down there would have been prophets because they did not have all the scripture yet but now we do and we should go to God's word to find help for situations and go to prayer. There is nothing to be added to God's word or new revelation because His word is complete.
