I knew there were restrictions on the wading pool, but I'm also seeing this in other (not all) places.

It likely has to do with certain subforums being restricted on the Lord's Day.

Correct; this is due to the Lord's Day script that turns off privileges to certain forums, even for moderators and admins; it is system wide.
