Is there a sense that the reprobate can be elect in the visible church?

Is their a sense in which all those in covenant with God (visible and invisible) are elect in some sense? As the whole church is called the "elect lady" in John's epistles. In the Old testament God called the entire Commonwealth of Israel elect in the OT which included the visible and invisible.

This sounds a bit like it's getting into Federal Vision and I heard someone pose this argument (although I'm still a bit shaky on what federal vision exactly is as they redefine terms so dang much)
 
Yes, I believe so. But since the term "elect" is commonly used theologically to refer to those who are chosen by God from eternity for salvation, no confusion should be introduced by speaking of those providentially placed by God within the visible Church as "elect".
