Lamentations 4:15 applied to Moab?

    Is this reference correct in applying this to Moab in particular? I'm not seeing/finding it.
    Lamentations 4:15. "'The heathen said they shall not sojourn here.' According to that of the prophet, Moab would not let the captives sojourn with them." David Dickson.

    Turning back fugitives from Judah at the time of the Babylonian invasion is charged against Edom in Obadiah 12-14; Edom and Moab also often show up together in judgment oracles (e.g. Ezek. 25), which is natural since they were side by side geographically. But I don't know anywhere where the charge is laid specifically at Moab's door.

    Well, maybe Dickson misspoke, though I would pin it on the note taker or copier of any original notes that made the text I'm using. Many thanks. Trying to wrap up 5 months work with this ms and these are the strangling questions.
