Lex, Rex foundational to British/ Scottish democracy?

Many Americans accept that Lex Rex is a foundational document for their democracy, normally argued that John Locke took many of his arguments and secularised them which influenced the founding fathers and that there may be a more direct influence via Rev Witherspoon, an Edinburgh born Presbyterian minister.

How much though did Lex Rex influence British and Commonwealth democracies? That the book was suppressed and anyone found with a copy could be executed leaves the impression this book was considered pretty dangerous. The divine right of kings came finally to an end in 1688. Is there any evidence that Rutherford's arguments played a part in paving the way for the glorious revolution?
