Mark 7:19 and threefold division

Most translations of Mark have the sentence "by saying this he declared all foods clean;" butwhile I heard and read that these isn't actually there. What then is the proper translation? Were unclean foods declared clean, later in Acts 10?

Additionally, while there is the threefold division, does Christ enumerate it in the Gospels? Doesn't He still follow kosher rules, etc. in order to to be a priest and perfect sacrifice and thus free us from their yoke?
 
The question isn't of text present or not, but whether the phrase "cleansing all meats" means that Jesus was already at that moment removing or promising to remove the dietary restrictions; or if it means that the body cleanses or purges itself by sending out all waste product--all of it, even the "clean" stuff that was eaten.

If the latter, then Jesus is simply saying that food in and of itself has no intrinsic clean/unclean quality, and it certainly has no inherent power to create a moral defect. Food's inherent power is as fuel, nothing more.
