I would say that Rome's presence and influence in the Middle ages and Islam's stated goals come VERY close to a theocracy.We need to be careful in our terms here. Rome is not a "Theocracy" and neither is Islam.

The Saudi's are more or less a secular monarchy with some Islamic Laws to placate the Faithful Islamists...You are contending that Iran and Saudi Arabia aren't Islamic theocracies?
