Psalm 14:1-3 heart = conscience?

The verse that says "the fool says in his heart" does it refer to conscience?

I am mulling over the use (and abuse) of conscience. In the OT it is I believe referred to as the heart. I am just trying to find the clearest examples and thought of Ps 14.

Any other OT verses that refer to the conscience?

I am not so sure heart can equal conscience. The heart is deceitful and usually the conscience pricks the heart. We usually violate our conscience because of our heart. Just thinking our loud here.
