The above is from Leupold's commentary and seems to be from the KJV margin alternative reading. It suggests strongly that the opposition is primarily against God and reinforces Leupolds assertion that David is attacked because he openly espouses the cause of God.
Reading it again it suggests that Davids enemies are rising up against God's right hand. Seeing that as David is perhaps a stretch.
