WCF 14.3 "But the principal acts of saving faith are accepting, receiving, and resting upon Christ alone for justification, sanctification, and eternal life, by virtue of the covenant of grace."

It says Christ will sanctify. There are other verses that say God or the Spirit will.

1 Thess. 5:23 Now may the God of peace himself sanctify you completely
2 Thess. 2:13 But we ought always to give thanks to God for you, brothers beloved by the Lord, because God chose you as the firstfruits to be saved, through sanctification by the Spirit and belief in the truth.

Do the three persons sanctify a believer differently? And why wouldn't the confession say we rest upon "God" alone, or the three persons?

Because it is Christ's work as Mediator that is the principal ground from which those acts (justification, sanctification, and eternal life) inexorably come. The referenced scripture are talking about the process, whereas the Confession is emphasizing the ground. So, instead of trusting in the means, we trust in Christ alone (His work, etc.) while availing ourselves to all the means. The Godhead, according to each person's properties, works in the economy of salvation, but the foundation for such things is bound up in Christ's work as Mediator, as defined in the Covenant of Grace. :2cents:
