What is the history of the Pentecostal doctrine that teaches a secondary baptism in the Holy Spirit? Can it be traced earlier than the 20th century?

Some attribute the beginnings of the teaching that the baptism of the Holy Spirit is a distinct "second blessing" to the Methodist theologian John Fletcher. Although he was a close colleage of John Wesley's, the two apparently disagreed on this specific point.
