According to the Westminster Assembly, Church Government is defined as follows:

Church-Government is a Spiritual[1] Power or Authority[2], revealed in the Holy Scriptures,[3] derived from Jesus Christ our Mediator,[4] only to his own Officers[5] and by them exercised in dispensing of the Word,[6] Seals,[7] Censures,[8] and all other Ordinances of Christ,[9] for the edifying of the Church of Christ.[10]

6. Matthew 28:18-20; Acts 6:4; 2 Tim. 4:2.
7. Matthew 28:18-20; 1 Cor. 11:24

"only to his own Officers" seems to be the main point of contention with the independents.

Consequently, the "power or Authority" of government becomes more like advice and suggestions
 
So long as those officers remain restrained by that which is "revealed in the Holy Scriptures," I have no problem with it.
