The third reply icon?

What does the little icon with the plus sign do when I click it? The one next to the reply link.

It is for quoting more than one person. It allows you to go through and select different replies from different posts that you want to quote in your reply.

Multiple quotes in the response. I've never found a need to use it.

If there are several places in a thread that you want to quote in your reply then you can click that next to 2 or more posts and then reply with quote and it will put them in your reply all formatted so you can reply to each quote.

See, I clicked the check mark next to both posts and then hit reply to quote and it put both in the reply window for me.
