I always thought so! But the above changed my mind. No basis to assume. Paul's warnings to Timothy was always based on circumstances that May cause Timothy to fear.

No. When Paul wrote that God did not give us a spirit of timidity, he was NOT necessarily addressing a particular weakness in Timothy. Any of us may be tempted to be timid rather than to live through the power and love of God. But when Paul wants to correct a particular error in a particular person, he is usually more direct about it. So this is most likely a general statement applying to all believers, applicable to Timothy at that point in time.
