What does "Synod Chalcedo, Leo imperator, cons. 15. " mean as a reference?

In context to the last reference (see here) Rutherford is adducing civil laws, so this I assume would be in Justinians code, but I can't align Chalcedon, Leo, and 15 up. Anyone have any ideas?
Justinians Code in Latin here
Scott's translation: here

Figuring it out. The references are supposed to run more together and this does refer still to the Justinaian code (digest, codex, institutions).
