According to Durham in his lectures on Revelation there was a common saying that was a proverb, that Arianism had taken over so much of the church that "the whole world had gone Arian."
I found another statement by Jerome also but so far no other from the Fathers of the time. Are there others? Most in citing this simply say "as one of the Fathers said." I have not found Durham's Latin to be commonly cited as a proverb. It may be other phrasing.
“The whole world groaned and was astonished to find itself Arian.” Jerome, Dialogue Against the Luciferians,
"This storm, and the defection under it, became so universal, that almost all the world was become Arian, that it became a proverb, Totus mundus, factus est Arianus;[1] and Jerome says in Chronicis, omnes pene toto orbe Ecclesia, nomine pacis et Regis, Arianorum consortio polluuntur.[2]

[2] Jerome, Chronicon. PL 27, 691. “Almost every church in the whole world is polluted in the name of ‘peace’ and by the connivance of the ruler of the Arians.” Cf. Jerome, Chronicle (2005) pp.188–332 (tertullian.org).
