For Presbyterians: Ministers Being Given Their Credentials?

I have been having a discussion with some friends about a minister that was "given his credentials" as opposed to transferring the credentials to another presbytery or to another NAPARC presbytery.

What do you think of this practice?

Does holding your own credentials contradict "divine right of presbyterianism?" I am interested to hear what other Presbyterian bodies do and whether this practice should be allowed within Presbyterianism.
