Uploading onto the blogroll.. but how?

So, i looked around. I searched and couldn't find anything to help me. Maybe I'm stupid or something, but I can't find out how to upload my blog to the blogroll list. Can someone please help?

The man that developed that plugin for vBulletin died. There have been some folks talking about updating it but, for now, it's not working properly.
