WHGThomas is considered pious and orthodox, although I do not know how "reformed" he might have been. His will probably not involve a close reading of the text, but it is "devotional" as it says, and probably reflective of him preaching or teaching that material.
I have Godet. He is interesting, but idiosyncratic. The translator or editor thought it necessary to add some rather long essays disparaging Godet's views at some points. I believe that B.B. Warfield also wrote an article explaining that Godet is not all that great.
If I were choosing one commentary on Romans, I wouldn't choose Godet. But he can certainly jolt your mind out of a rut.
