Possible interpretation:
1st resurrection refers to the deliverance of the souls of God’s people from "the grave" i.e. Sheol (the intermediate state) – the result of their participation in Jesus’ resurrection.
2nd resurrection refers to the deliverance of bodies from "the grave" - both righteous and the wicked.
In both usages "coming to life" refers to "deliverance from the grave" i.e. deliverance from the intermediate state of the grave (Sheol/Hades) and the deliverance of the physical body from the grave. The second resurrection is the physical resurrection described in Rev. 20:13 "death and Hades gave up the dead which were in them".
