Calvinism begins with God's sovereignty, revealed in religious fullness in the supra-temporal kingdom of Christ, and intended to shine forth from this root-community in all temporal societal forms.

He's contrasting this view of the State with the largely Arminian idea of the "rechtstaat" i.e. a State ruled by laws designed to protect individual rights, as well as "State-absolutism" where individual rights are given up to the power of the State.
