Headship (Federal?) ...

I'm curious how you define "Federal Headship"

I understand the term "headship," but why is the
term "federal" used?

Looking up the term "federal" online isn't much help
because it refers to American government, etc.

Federal is from the Latin foedus which means a covenant.
