Hoekema and Human Participation in Sanctification

In Created in God's Image, Hoekema seems to go out of his way to emphasize man's responsible participation in sanctification. Is his emphasis a reaction to some theologian or theological movement in particular (maybe Murray)?

Hoekema generally refers to Murray for support and agrees with him in the main. In Saved by Grace he appeals to him as part of his teaching on definitive sanctification. It may be the nature of this work as it is dealing with man in innocence. It is a significant dogmatic point to establish human responsibility in relation to the imago Dei. As I recall, he also appeals to Murray in this volume.

I remember now that Hoekema critiqued the Keswick movement's passive view of sanctification in Sanctification: Five Views. He might be leaning into that critique in Created in the Image of God also.
