I believe God loves without conditions, however, I also believe
He places conditions on which He forms a relationship with those
He loves.
One of the conditions to have a relationship with Him, is to believe in His Son, if one doesn't believe in His Son, doesn't change the fact God loved us so much that He sent His Only Begotten Son to save sinners.
