Is there any difference between Block's New American commentary on Judges and the Zondervan Illustrated version?

Yes there is.

Dan's commentary in the NAC series (which I highly recommend) is a conventional commentary, covering all the questions that you might have about the text. The Illustrated Bible Backgrounds commentary is narrowly focused on background materials - ancient Near Eastern parallels, archaeological insights, etc. Both Dan and Rick Hess are highly qualified to address these issues, but I think this volume is more of a supplementary aid than a central resource. If you are only getting one, it would be the NAC.
