There is a blind character in Soul Caliber 2 as well.
Obviously this kid has a leg up on Tommy as he can hear the audio. There are quite a few audio cues in fighting games, but it is not the case that each move has a unique audio cue. Also he can listen to the button pressing of his opponent. I think it would be hardest to know the position of the other character, expecially since fighting games are no longer 2D. He might rely on characters with teleportation or jumping skills that consistantly move the character into the same position relative to his opponent.
