I would recommend E.J. Young's , Robert Dick Wilson's, Michael P.V. Barrett's and James Montgomery Boice. E.J. Young is probably considered the staple commentary on Daniel. Robert Dick Wilson addresses textual and historical issues in the book if I remember correctly. Michael P.V. Barrett explains the text of Daniel, he is a Hebrew/O.T. seminary professor, and one of the primary purpose for his writing the commentary is to attack open theology, which is a major issue in the church today. James Montgomery Boice is probably the least towards what you are looking for because he does make the text very applicational, but he also does a fantastic job of explaining the text in a very clear and concise manner.
