John 5:25 contrasted with John 5:28-29

25 Verily, verily, I say unto you, The hour is coming, and now is, when the dead shall hear the voice of the Son of God: and they that hear shall live.

28 Marvel not at this: for the hour is coming, in the which all that are in the graves shall hear his voice, 29 And shall come forth; they that have done good, unto the resurrection of life; and they that have done evil, unto the resurrection of damnation.

Are these versus describing two different things? Namely, is V25 talking about the new birth and V28 talking about the resurrection of the dead for the last judgment?

They seem so similar, like they could be both about the latter. But v25 seems like it could be the new birth in the context (following v24 and adding the words "and now is")
 
I'm inclined to think as you are thinking, adding that there is an express parallel to the thoughts. You find a similar two-resurrection parallel in Rev.20.
