I bought a used hardcover copy back in December on Amazon.

It was linked by George, but also available (interestingly at a higher price it seems) directly from Eerdmans (https://www.eerdmans.com/Products/7588/the-epistle-to-the-romans.aspx). Additionally, you can find it cheaper on Amazon depending on how much you trust 3rd party sellers (https://www.amazon.com/gp/product/0802875882/). Amazon used to carry it, but doesn't anymore, and has made it difficult to find.

The paperback edition (Eerdmans Classic Commentaries edition) actually contains both volumes in the same physical book, which is not made clear in any product details for it that I've seen, which probably leads to some of the confusion. It's a two-volume set, in one actual physical volume.
