Do you mean the Preacher's Homiletic Commentary, 31 vols? If so, I have it, and use it frequently relating to sermons.
It is written by several authors, but is on the whole very good. For general devotional use, other whole bible commentaries, such as Henry, Poole, etc are better - but for message preparers it certainly gives a lot of helpful suggestions.
I got mine (like the photo below) from the Metropolitan Tabernacle Bookshop a year ago for a bargain £110.00. I think it may now be out of print.
